Test Credit Automated Fetch Shows 'No Rule' Message (Doc ID 2295603.1)

On : 9 version, Transfer Credit

When we click Fetch, we get the message No Rule, but the rules have been set up and the student has been given Test Results.

No Rule.

The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Transfer Credit Evaluation > Test Credits Automated.
2. Add a model for a student and click on the Fetch button.
3. A message pops up stating there is no rule, but the rule is set up.
