Fluid Life Events: After Completing Enrollment User is Taken to the Open Enrollment Classic (Doc ID 2296893.1)

Symptoms

After applying PUM 23 when employee is going through a fluid life event and they
complete the enrollment step there is no place to go. If back error to go to
the last page is clicked they go back into enrollment. If it is clicked a few
times it just keeps taking you back to the Enrollment but never back to the
event. There are two remaining steps that they can not get to.
