Symptoms
When trying to open the eBenefits link on the Manage Workcenter Pages page, the following error is triggered:

Pagelet needs to be configured. No Template or Instance Id is available.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click the eBenefits hyperlink (Navigation PeopleTools > Portal > WorkCenters > Manage WorkCenter Pages).
