ACTUAL BEHAVIOR
---------------
Maintain Proposal- Pre-Award Administrator is not listing. Employee has two appointments, One is terminated and one is active. Emp is not listing in the Maintain Proposal- Pre-Award Administrator drop down.

EXPECTED BEHAVIOR
-----------------------
Maintain Proposal- Pre-Award Administrator should list the employee for the prompt as long as he is a pre-award administrator with atleast one active assignment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. As is demo has JOB data for KUX135
EMPLID EMPL_RCD EFFDT EFFSEQ DEPTID JOBCODE POSITION_NBR POSITION_OVERRIDE POSN_CHANGE_RECORD EMPL_STATUS ACTION ACTION_DT ACTION_REASON

2. Make KUX135 as pre award administrator. Grants > Professionals > Professional Data

3. When prompting Pre-award Administrator in Maintain proposals, the KUX135 will be now visible
4. Using Grants > Professionals > Job and Employee data, enter a new effective dated row. You cannot make the EMPL_STATUS to 'T' online unless brought in from HR and hence do SQL update to 'T' for this new row added. At the end the data looks like below for Job table
