Symptoms
Submitting the Rhode Island State W-4 form with, 1.Any Non-Zero Allowances, 2. Any Non-Zero Additional Withholding Amount (Exempt to Non-Exempt) is not setting the Tax Marital Status to "N".
Martial status for Rhode Island should be defaulted to Not Applicable
The issue can be reproduced at will with the following steps:
1. Go out to Employee Self Service
2. Under Tax data select the Rhode Island form
3. Change RI form to reflect a value for allowances and additional amount
Due to this issue, users cannot have employees in RI update their RI state tax form correctly.
