Eprocurment Region Code\Regional-based Sourcing Not Working With One Vendor

Issue:-Regional Based sourcing is not working as expected.The Users from other region are able to view the items
Steps To Reproduce the Issue:-
1.Setup the basic Regional Security Setup.
2.Deselect the flag 'Available in All Regions' flag for the Item.
3.Assign Region 'EUROPE' to Ship to ID US002.
4.Assign the Ship to Id US002 to the Requester in the Requester Setup
5.Setup the Item Vendor Region to 'NEW YORK'
6.Build the Verity Index and search the Item when using eProcurement and it displays the item whereas as per the setup the item should not be displayed.
