Issue:

When trying to run GPJP_YEALOAD for re-hired employees, rehired employees could not be picked up while running precess.

Steps:
=====================
1. Within a fiscal year, employees is terminated and rehired again. (For example, employee terminated on Sep 30th 2016 and rehired on Dec 1st 2016.)
2. Run GPJP_YEALOAD for object fiscal year.

Actual Behavior:
=====================
When trying to run GPJP_YEALOAD for re-hired employees, rehired employees could not be picked up while running precess.

Expected Behavior:
=====================
When trying to run GPJP_YEALOAD for re-hired employees, rehired employees should be picked up while running precess.

Business Impacts:
=====================
Due to this issue, users cannot run the year end adjustment correctly.
