Symptoms
Tuition calculation or other posting processes fail with the following error:

The issue can be reproduced at will with the following steps:
1. Navigate to Student Financials, Tuition and Fees, Tuition Calculation;
2. Select the emplid whose tuition calculation fails;
3. Click the Calculate Tuition and Fees button.
