Symptoms

BIP reports not being sent as an email to users.

Steps
1. Go to T&E > Expense Reports > Print.
2. Input an Expense Report ID and select distribution type as Email.
3. Run the report.

Actual Behavior
No email is received with report attachment.

Expected Behavior
Report output should be received as an email.
