Self-Service Compensation History Page EFF_SEQ Not Sorting Properly

On the PeopleSoft Employee Self-Service Compensation History Page, the sorting of the (ex. 8/1/16) record does not have sequence 1 first.

Steps to recreate:
1. Enter a Position/Supervisor Change (ex. 8/1/2016) - Creates a JOB row with current pay rate
2. Enter a Merit Pay increase with EFFDT about 3 weeks earlier (a pay begin date) - ex. 7/8/2016
3. To correct the 8/1/2016 pay rate, enter a sequence 1 row for 8/1/2016 PAY/COR and enter the same pay rate as the Merit Pay increase.

With this scenario, the 8/1/2016 sequence=0 row is coming up first, implying that it's the current.

ACTUAL BEHAVIOR

Currently, the sorting on the Employee Self-Service Compensation History Page does not have sequence 1 first.
 
EXPECTED BEHAVIOR
---------------
Sequence 1 should be first in the list.

STEPS

The issue can be reproduced at will with the following steps:
1. Enter a Position/Supervisor Change (ex. 8/1/2016) - Creates a JOB row with current pay rate
2. Enter a Merit Pay increase with EFFDT about 3 weeks earlier (a pay begin date) - ex. 7/8/2016
3. To correct the 8/1/2016 pay rate, enter a sequence 1 row for 8/1/2016 PAY/COR and enter the same pay rate as the Merit Pay increase.
