E-QR: Query Viewer Excel Download Links Cause User To Get Kicked Out Of PIA

Symptoms
When using Query Viewer (Reporting Tools > Query > Query Viewer), clicking Excel download links were causing all users to get kicked out of PIA. Users received the following error:
"An error has occurred.
You can try to connect again.
If you can not log in, contact your system administrator"
This was only occurring for Query Viewer and not Query Manager.
