When attempting to hide the info/message "Potential Rating does not exist"
the following error occurs.

First operand of . is NULL, so cannot access member ActiveRowCount (180, 236)
HCTS_TALENT_SUMMARY. Configuration.Setup.On Execute Name:SavePreChange PCPC:7054 Statement 95
Called from:HCTS_SETUP_CMP.GBL.SavePreChange Statement 2

The first operand of the dot operator is the NULL value, indicating the lack of any object value. As a
consequence, the given method or property cannot be used.

The issue can be reproduced at will with the following steps:
1. Login as an Administrator
2. Goto Main menu > Setup HRMS > Common Definitions > Talent Summary > Talent Summary Setup
3. Uncheck 'Display Performance Versus Potential Ratings Box' in the header Rate Box tab
4. Save
5. Above Error Message.
