Display alert is not getting displayed

Display alert should get displayed even after meeting the conditions

The issue can be reproduced at will with the following steps:
1. Define the policy and activate it: "When a New Self-Service Helpdesk Case is Presented”
2. create a case check if the Display alert is getting displayed
