Symptoms

ACTUAL BEHAVIOR
---------------
A return from leave (RFL) transaction from JOB is creating a new contract data and affiliation data entry in addition to the (only) expected affiliation event entry for the same labor relation ID. RFL is mapped to a hire in Social security Action Reason mapping.

It should create a new row in those records just in case there is not a previous row for the same Contract number


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a new row in Job Data with Return from Leave action for an employee.
This action is mapped to a Hire in Social security Action Reason mapping
2. Check Contract Data ESP component
