EAM: Voucher Has Not Been Processed Message Shows On Consolidated/Fully Vouchered Assets

When trying to Transfer an In-Service, fully vouchered, Consolidated asset, a message is displayed stating that "Voucher has not yet been processed (8010,550)
Voucher has not yet been processed and making changes to the Asset may produce undesirable result".


Voucher Has Not Been Processed Message Shows on Consolidated/Fully Vouchered Assets

The issue can be reproduced at will with the following steps:
1. Add a Voucher.
2. Interface voucher to AM.

The issue has the following business impact:
Due to this issue, users cannot interface to AM.
