FAPPKCTL.cbl or FAPPKENG.cbl Fail to Compile Due to Operand not Declared (Doc ID 2306780.1)

Symptoms

On : CS 9.0 or 9.2

When attempting to compile Financial Aid cobol, the programs FAPPKENG.cbl and/or FAPPKCTL.cbl fail to compile. Note that it is the first listed error that is key, and leads to the other two related errors. 

ERROR
-----------------------
1. Operand <Operand Name> is not declared. Example: Operand PKG-USE-PELL-TABLE is not declared. The following additional operands have also been referenced as part of this message:

PKG-USE-PELL-FWD
SFA-PELL-USE-XOVR
STU-PELL-USE-XOVR
STU-PELL-USE-XOVR-SW

2.An "ELSE" phrase did not have a matching IF and was discarded.
3. A scope-delimiter did not have a matching verb and was discarded.

The issue can be reproduced at will with the following steps:
1. Compile cobol
