Symptoms

On : 9 version, Student Records Program Enrollment

ACTUAL BEHAVIOR
---------------
Always open planning date is not triggering in self service.

EXPECTED BEHAVIOR
-----------------------
Expect the student's program to be open for update in self service per the Academic Period set up.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log on to self service as a program enrollment student.
2. Navigate to Program Enrollment > My Education Plan.
3. Cannot update/select classes.
