Symptoms
Error on Budget Checking and Posting a Requisition from 2015
A requisition was created and posted in 2015. One of the lines was not sourced to PO and is showing as a soft commitment, thus the user would like to cancel it.
Trying to cancel it in the Requester's Workbench, with the updated accounting date to the current date (ie. July 2017). When Budget Checking has completed, the system is throwing an error of "Budget Not Exist."
If the Budget doesn't exist now, how does a user close/cancel the requisition?

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to: Main Menu>Purchasing>Requisitions> Requester’s Workbench.
2. Search for requisition
3. Select Requisition line
4. Click the Cancel button
5. Displays in the Qualified section
6. Click the Yes button to proceed
7. After the requisition line is cancelled, the requisition’s budget status is reverted to “Not Checked.” When Budget Checked, the budget status results in “Error” with description of Budget Not Exist.
