Invalid character error when compiling an existing AE SQL statement

Error(8) 911: ORA-00911: invalid character when attempting to compile an existing AE SQL statement

%Bind() is PeopleSoft meta-SQL function that App Designer compiler should replace before having Oracle validate the SQL.

This worked in 8.54, but the issue can be reproduced with the following steps in 8.55.14:
1. Navigate to Application Designer
2. Attempt the following SQL:
UPDATE PS_NG_EC_EE_SP
  SET NG_BUDGET_AMT = 0
 WHERE BUDGET_ID = %Bind (BUDGET_ID)
3. Error results
Preparing...
Error(8) 911: ORA-00911: invalid character
Error executing prepare.
