When CAF fields are populated against Consumption (record SSR_RS_CONSMPTN) in Maintain Applications, data is not copied forward when a new effective-dated row is added.

All data is populated in history and current effective-dated rows.

The issue can be reproduced at will with the following steps:

1. Define three CAF attributes associated with record SSR_RS_CONSMPTN.
2. On record context, associate attributes to the attribut record SSR_RS_CONSP_CA.
3. On Application Maintenance - Candidature Details page, add the 3 attributes on Research candidate using effective date of one week prior to today's date. Save.
4. Insert a new consumption row with current effective date. Select Additional Information link to view attribute data.
