Override Notification Preferences Does Not Work as Expected For SMS Notifications

Symptoms

ACTUAL BEHAVIOR
--------------------------------
When setting Override Notification Preferences active on notifications to be sent via SMS, the system does not fetch the preferred phone number. The record SCC_NTF_REQ_TO in SCC_NTF_REQ_RECP is not populated.

This functionality does, however, function as intended when working with Email notifications (Doc ID 1911317.1).

EXPECTED BEHAVIOR
------------------------------------
The Override Notification Preferences works for preferred phone number as expected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to Set Up SACR > System Administration > Utilities > Notifications > Notification Setup. Select Rules Engine SMS.
2. Select Override Notification Preferences.
3. Select Preferred Phone Number.
4. Save.
5. Go to Notification Framework Tester.
6. Select Notification Consumer Rules Engine.
7. Select Template Name Rules Engine SMS
8. Select Employee ID.
9. Enter text message, along with values for %1 and %2.
10. Select Send Notification button.
11. Page shows To: as Preferred Email Address.
