Compensation Frequency not Defaulting Correctly for New Hires Processed through Manage Hires

Symptoms

The Job Data > Compensation > Pay Components > Frequency value is incorrect after processing a Smart HR Template through Manage Hires. 

The expected value is the 'Frequency' value from the Comp Rate Code Set Up Table. This Comp Rate Code is set as the default comp rate code for the template, under the delivered section "Job Compensation - Pay Components" Seq Nbr 650. Although this section has a section field to set a default Compensation Frequency, this is not used and instead the value should come from the Comp Rate Code table.


The issue can be reproduced at will with the following steps:
1. Configure template to assign a default comp rate code
2. Process a template transaction
3. After the transaction is sent to Manage Hires, complete the Hire transaction
   Note: when "Adding to Job Data" the frequency is not as expected
4. View Job Data page and see that compensation frequency value is still not as expected
