E-IB: Synchronous Messages Logs Got Clear After Running APPMSGARCH process (Doc ID 2310751.1)

Symptoms

Application & Version:FSCM 9.2 / PT 8.54.13

APPMSGARCH job run every early morning, after that, can not find and view any sync messages (current and old then 1 day) from sync message monitor

the issue can be replicated as below

steps
---------
1. generate some sync msg log, e.g. cause a sync msg error, or turn on sync msg logging on routings.
2. wait for one day (or manually change the LASTUPDDTTM time to 1 day before on PSIBLOGHDR table)
3. run APPMSGARCH, on run control page, leave all checkbox UNCHECKED, and put 1 day in parameter
4. after process run to success, check from sync msg monitor, the message did NOT get archive, also get removed incorrectly!
