E-PORTAL: Cloned Permission Lists Not Granting Access Via Unified Navigation (Doc ID 2310914.1)

Symptoms

In a Portal Environment a cloned Permission List such as PTPT1000 is not allowing the Database to show up in Unified Navigation in the Portal Environment. If PTPT1000 (Or a Delivered Permission List) is used then Unified Navigation works, however a Delivered Permission List offers more access than desired, thus it is not an option.
