Benefits Summary Page Does Not show Domestic Partner Options For Some Employees

Domestic Partner options are showing on employee Benefits Summary page for some employees but not showing for other employees.

The issue can be reproduced at will with the following steps:
1. Self Service> Benefits> Benefits Details> Benefits Summary
