Life Events: Cannot Upload More Than One Document if it Requires Approval

Symptoms
Configured more than one document for Life Event. Made the document upload step required and selected proof required and approve documents on the life event rules.
On the Document upload step, it displays both documents as being available to upload. As soon as you select one document to upload, the approval process kicks off and does not allow the employee to upload the other types of documents that are required.
