Saving Employee Address When IN_CITY_LIMIT Field Isn't Blank Gives CI Errors

Symptoms

If the field IN_CITY_LIMIT on PS_ADDRESSES is not blank then the user receives an error message when trying to save a change to their address.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Use a SQL tool to run the following statement:

UPDATE PS_ADDRESSES SET IN_CITY_LIMIT = 'N' WHERE EMPLID IN ('KU0007', 'KU0010');
COMMIT;
2. Login to PeopleSoft and navigate to Setup HRMS > Common Definitions > Self Service > Workflow Configurations.
3. Check that the Address Change transaction (HR_ADDR_CHG) has the field Approval Process? unticked.
4. Click on the Home icon.
5. Select the Employee Self Service landing page and click on Personal Details
6. Click on the Home Address, change some data and save it.
7. This should say that errors were encountered. The data has been saved


The CI Log Shows Following Error Messages:
18016 125 M Successfully setting Property PROP_IN_CITY_LIMIT to Value %2. (18016,125)
15 10 M Value must either be Y for Yes or N for No. (15,10)
91 34 E Error changing value. {CI_PERSONAL_DATA.COLL_ADDRESS_TYPE_VW(1).COLL_ADDRESSES(1).PROP_IN_CITY_LIMIT} (91,34)
