New Applicant Registration Allows for Creation of Non-Unique IDs

Symptoms

ACTUAL BEHAVIOR  
---------------

When registering as a Candidate Gateway new user, a non-unique/ duplicate email address for the candidate login can be used if the text case is changed.


EXPECTED BEHAVIOR
-----------------------
Candidates should not be permitted to register more than one account with same email address.  The application should recognize unique logins regardless of test case (Init Capital, all lower case.)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Try to register in candidate gateway using a mixed case email address.
i.e xxxx.xxxx@xxxx.com
A error is received.
 Please enter the required information. Email address is already in use.

Go to enter another email address, slightly different.
i.e. Enter address as Xxxx.Xxxx@Xxxx,com

2 accounts were created.
1 with email address Xxxx.Xxxx@Xxxx,com- USER NAME - Tester01
1 with email address xxxx.xxxx@xxxx.com- USER NAME - Tester02
