When running Benefits Administration to create Open Enrollment events, the following error occurs for all employees in one of the Benefit Programs:

Message ID: 000143

During benefit rate processing, the system was unable to find an acceptable
match between the rate key value for the employee and the rates defined in
the benefit Rate Data table. Therefore, a rate could not be assigned and a
deduction could not be calculated. (MsgData1: Plan Type and Benefit Rate
ID; MsgData2: Rate Key field; MsgData3: Target key value)

1. Run Benefits Administration for Open Enrollment (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
