Symptoms

The BN_CERTIF_PARTC page (Benefits > Employee/Dependent Information > Maintain Certifications) is not consistent with the record structure.  The record structure does not have the correct parent/child relationships. Consequently, it is impossible to enter new rows in a logical manner, and difficult to enter anything at all. The most common result is an effective date out-of-sequence error, even when entering for disparate certificates.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter two different certificate IDs with ascending effective dates.   Navigation:  Benefits > Employee/Dependent Information > Maintain Certifications
