System is Allowing Substitution of a Discontinued Item When we Set up an Substitute Item under Item Supplier Substitute Items Page (Doc ID 2314427.1)

System is allowing substitution of a discontinued item when we set up a Substitute item under Main Menu-> Items-> Item Supplier Substitute Items page.

Steps to reproduce the issue:

1) Navigate to Set Up Financials/Supply Chain > Business Unit Related > Purchasing > Purchasing Definition >  Business Unit Options tab
    BU Setup for Item substitution
2) Navigation: Main Menu >Items>Define Items and Attributes>Define Items>General
     Item # 10013 that is active and will be used for substituting 10012.
     Main Menu>items>define Items and Attributes>Substitutes>Item ID
     Start Date/End Date /Conversion
     Main Menu>Items>Define Items and Attributes>Define Items
3) Select Item # 10012 that is active and substitute defined.
    Main Menu>Items>Define and Attributes>Define Item>Substitutes>Sub Item Details>Priority 1>User for Ship>Use for Proc'
    enable Substitution item under (Item Supplier Substitute Items page) mark it to automatic substitution.

4) Discontinue the substitution item 10013 that is setup as substitute for item 10012
5) Create ePro requisition for Item 10012 using Express item entry page
    Added Original Item ID # 10012 that is active
    After selecting "Add" to Cart button
    Warning message:
    The Substitute Item will replace the Original Item ID.
    Click Ok
6) Under checkout page it replaces 10012 with the the substituted item 10013 and allowed to save the requisition successfully with this discontinued item.
