Symptoms

No project id values available after applying fix for Bug 24610837

Steps
1. Deactivate PC.
2. Create TA and observer Project ID CF.
3. Set the Employee Privilege Template EMPL on the Business Unit US001 for TA with project id added as GL CF.
4. Define CF values for PROJECT_ID.
5. Create TA and select values from proj id prompt.

Actual Behavior
No matching values returned.

Expected Behavior
Defined CF values should come up in lookup.
