ETL9.X:TL_TIMEADMIN Does Not Finish If Negative Time Is Entered For A Leave Plan (Doc ID 2316001.1)

ACTUAL BEHAVIOR

TL_TIMEADMIN does not finish if negative time is entered for a leave plan

We have a very strange issue where if negative time is entered on a leave plan and TLX00010 exception needs to be generated, timeadmin does not finish. It appears to be continually doing iterations of the TL_TA000900.GD000.Step010 do select as you will see in the trace files. Thought it was possibly because there is a state record value that is continuously changing during the do select loop. Interestingly enough from my testing once I move the step into another app engine and call the step in this new app engine from TL_TA000900 instead of using the same step in TL_TA000900 it's fine.

The issue can be reproduced at will with the following steps:
1. Enter negative time on a leave plan to generate TLX00010 exception
2. Time admin does not complete
