E-AM: Navigation Collection You Have Specified Cannot Be Found Not Found - Asset Management (Doc ID 2316181.1)

Using PT 8.56 There is an issue with the Navigation Collection - Asset management, namely "The Navigation Collection you have specified cannot be found. There are two possible causes for this error: 1) the Navigation Collection specified is invalid or no longer exist, or 2) you do not have access to this Navigation Collection. Contact your portal administrator."  The implemented Security for theNavigation Collection Tile does not work for the End Users however it works for VP1.

"The Navigation Collection you have specified cannot be found."

The issue can be reproduced at will with the following steps:
1) Login as a User
2) Click on the "Action List Button"
3) Click on Personalize HomePage
4) Click Add Tile / Add to My Homepage
5) Click on FSCM Navigation Collections
6) Click on Asset Management
7) Click on Save
8) On the My Homepage click on Asset Management Tile

9) The error occurs
