Help On The Register New User Accounts Has Missing Catalog Message.

Symptoms

On : 9.2 version, Other Setup

Register New User Accounts on Supplier onboarding, the message catalog for Help on User Account Information has not been set up - "Message (0,0) not found."
 

ERROR
Message (0,0) not found.

The issue can be reproduced at will with the following steps:
1. Sign in to supplier portal
2. Press on Request a userid
3. Press on the help icon in front of the User account information and you will get the error message.
