Special Permission Repeat Code is not Being Overlaid by the Repeat Rule Process (Doc ID 2317991.1)

On : 9 version, Student Records Repeat Checking

A repeat rule has been assigned to ignore courses with a RPTA (special permission) repeat code in order to bypass the total attempt limit. When repeat checking is run against a student who has repeated classes where the current attempt has the RPTA code, the code is not being overlaid even though allowed by the repeat scheme set up. Also, the prior attempt is not being assigned a repeat code.
Expect the repeat checking process to apply new codes to the current and prior attempts per the repeat rule set up.

The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Term Processing > End of Term Processing > Repeat Checking.
2. Run the process against a student who has one or more current attempts with the RPTA repeat code manually assigned at enrollment.
3. When the process completes, check the student enrollment record and the RPTA code is still on the current attempts and prior attempts were not assigned repeat codes.
