Institutional W/Opt on CSS Rules/Values (Doc ID 2318071.1)

When attempting to use the 'Institutional W/Opt' setting for the Institutional Estimated Family Contribution (EFC), on the CSS/Rules Values INAS Rule set, the following message is received:
'Use Which EFC' value 'Inst w/Opt' is inconsistent for your BASE INAS Rule Set. (14400,122)

'Use Which EFC' value of "Inst w/Opt" is inconsistent for your BASE INAS Rule Set. If any of the delivered Local Policy Options on the BASE Rule Set are modified/overridden, your loaded/calculated 'Base IM' figures may be overwritten. By virtue of this being a BASE Rule Set, the following will occur for any student whose Academic Career uses this as their primary Rule Set:

1. Their calculated INAS figures will be loaded to the 'Base IM' data tables.

2. Their 'Base IM' EFC will be loaded as their 'Institutional EFC'.

Why is this message given, and (bottom line) can the Institutional W/Opt setting be used with CSS Rules/Values, and if not, why not?
