Unable to assign an Absence Entitlement for a date on which it was Active, but Inactive as a later date.

The issue can be reproduced at will with the following steps:
1.Make the Entitlement inactive effective 01/01/2017.
2. Try to make adjustment of entitlement for prior date where entitlement s active.
3. No entitlement appear on prompt.
