Absence Event created on COBOL(forecasting) Error
Absence event is created even though absence request has not been submitted when a COBOL error is encountered.

The issue can be reproduced at will with the following steps:
1.Employee navigated to Fluid Request Absence Page
2.Check Eligibility for Absence Name Sick for Date: 04/12/2017 without submitting the request
3.Face error message: COBOL Program GPPOLRUN aborted.
 FUNCLIB_GP_ABS.FCST_PB.FieldFormula Name:Abs_ForecastExec.PCPC:5479 statement:64
 Called from HGA_SS_REQ_FLU.GBL.DERIVED_ABS_SS.FCST_PB:FiledChange Statement:26
4.Employee again applies same request for date: 04/12/2017 and it says "An Absence already exists with the same Start and/or End dates. Please modify your start and/or End dates"
5.Admin navigated to Absence Event page for 04/12/2017 absence transaction is created.
