When Budget Checking PO's Get SQL Error in PO_BPACC_EDT.MAIN.Step08

Symptoms

When Budget checking PO's get below SQL error in PO_BPACC_EDT.MAIN.Step08: 

File: e:\pt85515b-retail\peopletools\src\psappeng\aedebug.hSQL error. Stmt #: 1723 Error Position: 0 Return: 8601 - [Microsoft][SQL Server Native Client 11.0][SQL Server]Incorrect syntax near 'HDR'.
[Microsoft][SQL Server Native Client 11.0][SQL Server]Statement(s) could not be prepared. (SQLSTATE 37000) 8180
Failed SQL stmt: UPDATE PS_PO_HDR HDR SET HDR.OPRID_MODIFIED_BY = 'FNOPER' WHERE EXISTS ( SELECT 'X' FROM PS_BP_PO_S_TAO4 BP WHERE BP.BUSINESS_UNIT=HDR.BUSINESS_UNIT AND BP.PO_ID=HDR.PO_ID AND BP.PROCESS_INSTANCE=1183120 AND BP.DELETE_FLAG <> 'Y' )

STEPS
The issue can be reproduced at will with the following steps:
1. Create a PO and validate Budget Check.
2. The Budget Status not changed. Still showing ‘Not Checked’. When trying to save the PO getting the message:
  "The purchase order cannot be saved. (10200,732)
  Because Budget Processor is running against this document in the background."
3. Go to Process Monitor. FS_BP process failed. Showing error:
  "Process 125862 ABENDED at Step PO_BPACC_EDT.MAIN.Step08 (SQL) -- RC = 8601 (108,524)”
