Symptoms
After disabling HTTP port in Weblogic console, by unchecking the box "Listen Port Enabled" in the General tab for the PIA managed server an error occurs as a result. Checking the log files yields no helpful results.
ERROR

"The domain has failed to start properly, please see the PIA_stdout log for details".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. DISABLE THE HTTP PORT in the WebLogic Admin Console, by unchecking the box "Listen Port Enabled" in the General tab for the PIA managed server.
