Fluid Approval Tile Spins And Times Out When Large Number Of Transactions Require Approval

When a user has a large number of transactions to approve, upon the clicking the Fluid Approvals tile, the tile will spin for minutes at a time and will time out without bringing the user to the Fluid approvals page. 

The issue can be reproduced at will with the following steps:
1. Login as an Approver, click the Fluid Approval Tile.
2. Wheel spins.
3. page times out.
