Error with SES Re-Indexing of HC_HRS_JOB_OPENING on Step "Updating Search Indexes" in Change Assistant

Symptoms

While applying updates from Update Image 23 or 24, the following error occurs during the "Updating Search Indexes" section of Change Assistant. Specifically during SES Re-Indexing of HR_JOB_OPENING.
