Messages Can Only Be Set Up at the Bank / Account level

Symptoms

On Campus Solutions 9.0, with Brazil localizations applied, messages can only be setup at the Bank and Account level. Messages should be allowed to be setup at the invoice requisition level.

ACTUAL BEHAVIOR
---------------
Messages can be setup at the Bank and Account level only.

EXPECTED BEHAVIOR
-----------------------
Enhance the product to allow messages at the invoice requisition level also.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up SACR, Product Related, Student Financials, Bank Collection Brazil, Instructions/Messages;
2. Click Add;
3. Add a Message Code to a Bank and Account number.
