Ship To Field Value Does Not Override

Symptoms

When creating an Express Item Entry Requisition, select the Override option on the Requisition Settings page and edit the value on the Ship To field, overriding the value that defaulted from the Requester/User Preferences, once navigate to the Checkout - Review and Submit page, the value that populates the Shipping Line's Ship To field is still the default value not the value you wanted to override it with.

The issue can be reproduced at will with the following steps:
1. Go to Requisition Selection Page
2. Select OVERRIDE
3. Change the SHIP TO value
4. Click OK
5. Create Express Item Entry transaction.
6. Check to see the value for SHIP TO on the REQ.
