Forward Applicant Fails With "Could Not Attach Resume" Error (Doc ID 2328257.1)

Error forwarding resume attachments in HCM 9.2

Navigation: Recruiting > Search Applicants > Manage Applicant > Manage Job Opening

When Customer selects the 'Forward Applicant' function and enter a valid email address to forward the resume, a Message box appears that says "Could not Attach Resume"

Checking the app server log, customer sees:

EvalGetAttachment (error): return code (8) indicates attempt to download file from storage failed.

The file attachment debug utility works fine with this URL. However, a PeopleCode trace indicates this:

PSCurlFileTransferSession: Download: File Transfer Failed : FTP library Error code : 67 - Login denied

Could not Attach Resume

The issue can be reproduced at will with the following steps:
1. First navigate to Recruiting>Search Job Openings and select a Job Opening
2. Selected Applicant, and click on Other Actions>Applicant Actions>Forward Applicant
3. Add a Recipient Information, Subject and click Send.
4. Receive Message Could not Attach Resume.

The issue has the following business impact:
Due to this issue, users cannot Forward an Applicant.
