When attempting to ,
the following error occurs.

Transactional operation detected. Unable to activate.

The issue can be reproduced at will with the following steps:
1. Navigate to Service Operations
2. Check Routing for UW_DQ_WEBSRV_REQUEST
3. Click Activate Selected Routings.

The issue has the following business impact:
Due to this issue, users cannot Activate this routing.
