ePro Requisition Approval not showing Approve button (Fluid) when Approver is inserted Ad hoc
Requisition is created in ePro. First approver inserts some additional approvers. An approver is also inserted ad hoc as the final approver. The various approvers go in and do their approvals. The second to last approver is also the same as the final approver which was inserted ad hoc as noted.) The 2nd to last approver is able to approve. Final approver (who is also the 2nd to last approver) can see the item to approve the Req in her Worklist. But, when that approver goes to the approval page, he doesn't see an Approve button. The requisition can not move forward, yet the final approver has no way to approve the Req herself.

The issue can be reproduced at will with the following steps:
1. Create a new ePro requisition and submit it.
2. Add adhoc approver before the last approver and it should be the same approver as the last one, so last approver should approve twice.
3. Approve the requisition by all the approvers and the last approver will be able to approve one time and then he will not be able to see the approve or deny buttons to complete the approval.
