On : 9.1 version, Time Reporting

ACTUAL BEHAVIOR
---------------
TL_ST_LOADER running to success but not placing time in TL_RPTD_TIME



EXPECTED BEHAVIOR
-----------------------
TL_ST_LOADER should upload the punches

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. TCD send out punches via integration broker message which triggers TL_ST_LOADER
2. TL_ST_LOADER ran to success but it did not load data to tl_rptd_time from 11/30/2017 onwards, it loaded all prior data
