REQ_HDR.LAST_DTTM_UPDATE Did Not Update After Cancel One Line In Requisition

Symptoms

Issue:-
LAST_DTTM_UPDATE in PS_REQ_HDR is not updated when Cancel a line on the requisition

Steps To Reproduce the Issue:-
1. Create a Requisition with two lines
2. Navigate to Main Menu-->eProcurement-->Manage Requisitions and cancel one line on the Req
3. Review the LAST_DTTM_UPDATE field on REQ_HDR record and it is not updated
